Zemar is a seaside city in the kingdom of Wallachia. It is represented in the Council by Ramses Verneer.
The city has a large population of artists and luminaries, and also features the only asylum for the insane in the entire kingdom. The exotic terrain and beautiful view is believed to have a calming effect on the mentally ill, while also serving as a great inspiration to the artistically gifted.
Zemar is the only city in Wallachia which was not originally an Exekian settlement, making it also the youngest of the cities.
